"Understanding Roman foreign relations by appeal to Roman culture goes back at least to Badian’s Foreign Clientelae of 1958. We now identify this method as “Constructivism,” and search for the metaphors the Romans used to grasp their relations with other powers, such as friendship (amicitia) or slavery. But I look instead at the ways the Romans understood foreign peoples and places, finding the features of culture that explain Roman foreign relations in Roman geographical and ethnographical writings. Picking out examples in works from Julius Caesar to Ammianus Marcellinus, I argue that changes in how the Romans viewed the world beyond their borders had grave consequences for how they treated their neighbors."
